Please don't misunderstand me--Canada has no plans to legalize marijuana. I believe endorsing marijuana use might inflict harm on society and lead to greater problems.
Our policy on illegal drugs will continue to follow a balanced approach, addressing both demand and supply.
But I believe it's time for an open discussion about modernizing the criminal-justice system in this regard.
